Customs on a LitBuy parcel: what Germany and the EU charge, who pays, and what follows a seizure

Checked and updated .

Short answer: A LitBuy parcel to Germany carries 19% import VAT, the EU's €3 duty per item category and, for parcels submitted after 14:00 Beijing time on 25 October 2026, a €2 handling fee. On its tax-free lines LitBuy pays; it charges a flat €3 per parcel, so fixed charges on a €40 parcel are €5. EMS lines leave duties to you. After a seizure notice, answer in writing before the deadline.

Germany and the EU: VAT from the first euro, €3 and €2

A LitBuy parcel to Germany carries 19% import VAT from the first euro, the EU's temporary €3 duty per item category since 1 July 2026, and from 25 October 2026 a €2 handling fee that LitBuy charges per parcel. On "Tax free" lines LitBuy pays the customs side; on EMS lines you do. LitBuy's estimator shows no separate VAT line for tax-free lines, and its Shipping Policy says LitBuy handles customs, duties and VAT on them.

The EU duty is per category, not per item: ten identical T-shirts are one category and a T-shirt plus a cap are two. LitBuy's 24 June 2026 notice says it charges only a flat €3 per parcel however many categories the parcel holds. Its 18 October 2026 notice mentions "the previous EUR 3 fee charged by EU customs per product category", which leaves the wording ambiguous, so check that checkout still shows a flat €3 before you rely on it.

If German customs hold a parcel, you receive a notice (Benachrichtigung) asking you to present documents or collect it at the Zollamt. Bring the order proof and invoice; we could not verify fee amounts or deadlines, so follow the notice. The Germany page lists the lines and the shipping-cost page their prices.

In Germany expect €5 of fixed charges per parcel plus the line price, not per item.

What the fixed charges add to a €40 EU parcel

Take €40 of goods, an assumed value for this example, shipped alone at 1 kg to Germany. The €3 is already inside the €24.12 quote; only the €2 is new.

€40 of goods, 1 kg, LIT-Economy-DHL-DE, submitted after 25 October 2026

Goods (assumed example value)€40.00

Shipping quote, contains the €3 prepayment€24.12

EU handling fee€2.00

Total to your door€66.12

The €5 of fixed charges is 12.5% of the goods value and 7.6% of the €66.12 total. A heavier parcel dilutes it: the same €5 on €120 of goods in one parcel is 4.2%. Compare an EMS line, where you pay at delivery:

The same goods on HF-EMS-DE (duties payable by recipient)

Goods (assumed)€40.00

Shipping quote, no prepayment€44.05

German VAT at 19% on the goods alone€7.60

Minimum before duty and carrier charge€91.65

That €91.65 leaves out duty and the carrier's clearance charge, which LitBuy does not publish and we could not verify, and it assumes VAT applies to the goods alone. Even so, it is €25.53 above the tax-free case. Run your own numbers in the shipping calculator.

The 25 October cut-off and the PID code

LitBuy's notice says every parcel submitted after 14:00 Beijing time on 25 October 2026 is charged €2, paid to customs on your behalf, even though the EU measure formally starts on 1 November. On the clock that falls on the day Europe leaves summer time, so 14:00 in Beijing is 07:00 in Germany and France and 06:00 in London. A parcel submitted earlier that day is not charged.

From 1 November the EU also requires a PID code on imported goods. LitBuy says users do not need to do anything and that parcels will clear normally. The notice names no step for you, so treat it as handled by LitBuy until checkout says otherwise.

Submit before 07:00 German time on 25 October to avoid the €2, or budget for it.

Saisie douane et déclaration: the French view

In France the rates are 20% TVA and the same €3 and €2 rules. On "déclaration", LitBuy asks users to declare the value truthfully; on tax-free lines LitBuy makes the import declaration, so there is nothing for you to file. On EMS or La Poste lines, the carrier may ask you to pay duties and taxes before delivery; check that any payment message comes from the real carrier.

A saisie is a different matter. According to douane.gouv.fr (page updated 4 May 2026), selling or holding goods that infringe trademarks is a customs offence under the Code des douanes; the holder must be able to prove goods are lawful, and penalties include confiscation, a fine of one to two times the value of the goods and up to three years in prison. Customs can also settle by transaction, which involves surrendering the goods.

The retention procedure (page updated 4 June 2025) lets customs hold suspected goods for 10 working days after a rights holder's request, or 4 working days on its own initiative. Goods can be destroyed under customs supervision if the holder agrees or does not object; if the holder objects, the rights holder must go to court.

  1. Read the notice and note its deadline.
  2. Reply in writing within that deadline; you may agree to destruction or object.
  3. Ask whether a transaction is offered.
  4. Keep your order and payment records and tell LitBuy.
  5. Seek advice from a lawyer or Info Douane Service for anything beyond the notice.

We cannot promise any outcome. See the France page for the lines and returns page for refund rules.

After a saisie, answer in writing before the deadline and keep every record.

United States and United Kingdom: thresholds that moved

In the US the duty-free "de minimis" treatment ended on 2 May 2025 for goods from China and Hong Kong and on 29 August 2025 for all countries, according to CBP. LitBuy's help-centre threshold table still lists "United States 800 USD", which is outdated. On 19 October 2026 ten US lines were labelled tax free and three said duties payable by the recipient (table above); read the label per line.

In the UK, VAT on goods up to £135 is collected at the point of sale; above £135, import VAT and duty are charged at the border plus carrier handling fees. A July 2026 HMRC paper says the customs-duty relief for low-value imports is expected to go by October 2028. LitBuy's table lists "United Kingdom 0 GBP". Its Royal Mail and DPD lines are tax free; HF-ETK-GB-1 and HF-EMS-GB are not. See the US page and the UK page.

Ignore LitBuy's old threshold table; trust the label on the line you pick.

Customs Seizure Protection: what it pays and what it does not

The estimator shows three insurance options; this one covers seizure. LitBuy's own disclaimer says seizure caused by the recipient's failure to cooperate with clearance or tax payment is excluded, and without cover its disclaimer puts customs risk on the buyer. We could not see the premium without logging in.

Customs Seizure Protection as shown with the estimator
EventPayoutCondition
Parcel seized by customs15% of shipping (€3.62 on a €24.12 fee)Insurance bought for the parcel
Clearance fails for another reason100% of item value and shippingAfter 90 days, with documents
Any claimCapped at ¥5,000 (about €600)Paid as gold coins by default

So on a €24.12 shipping fee a seized parcel returns €3.62 under the first rule; the goods are gone. LitBuy's disclaimer also says branded goods, liquids, electrical items and medicine may face restrictions and that it is not responsible for the clearance consequences. The fees page lists the other extras, and the legitimacy page covers the company behind the terms.

Seizure cover refunds shipping, not the goods, unless clearance fails for a different reason.

Customs questions from buyers in Germany, France and beyond

Do I pay VAT on a LitBuy parcel to Germany?

On LitBuy's tax-free lines, its Shipping Policy says LitBuy handles customs, duties and VAT, and the estimator shows no separate VAT line. On HF-EMS-DE, which says Duties Payable by Recipient, you pay at delivery: German VAT is 19%, which is €7.60 on €40 of goods before any duty or carrier charge.

Is LitBuy's €3 a fee per item?

No. The EU's temporary duty is €3 per item category in a parcel, so ten identical T-shirts are €3 and a T-shirt plus a cap are €6. LitBuy's notice of 24 June 2026 says it charges a flat €3 per parcel instead, shown as ¥24 in the estimator. Check that checkout still shows €3.

When does LitBuy start charging the €2 EU fee?

For every parcel submitted after 14:00 Beijing time on 25 October 2026, which is 07:00 in Germany and France. LitBuy pays the fee to customs on your behalf. The EU measure formally starts on 1 November, but LitBuy applies it earlier. On a 1 kg Germany parcel at €24.12 it makes €26.12.

What should I do if French customs seize my LitBuy parcel?

Read the notice and its deadline, reply in writing before it expires, and say whether you agree to destruction or object. Ask whether customs offers a transaction. Keep order and payment records, tell LitBuy, and consider a lawyer or the Info Douane Service. Customs can fine one to two times the goods' value, so do not ignore it.

Is LitBuy's $800 US threshold still valid?

No. LitBuy's help-centre table still lists United States 800 USD, but CBP ended de minimis duty-free treatment on 2 May 2025 for China and Hong Kong and on 29 August 2025 for all countries. On 19 October 2026 ten LitBuy US lines were tax free and three, such as HF-EMS-US, said duties payable by the recipient.

How much does LitBuy's Customs Seizure Protection pay?

As shown with the estimator, 15% of shipping if customs seize the parcel, which is €3.62 on a €24.12 fee, and 100% of item and shipping if clearance fails for another reason after 90 days, with documents. Claims are capped at ¥5,000, about €600, and paid as gold coins by default.
